Notes of the Parish Council meeting held on October 9th 2002.

Ringway Parkman - temporary road closure
A letter had been received informing the Parish Council of the closure of the A360. This closure will come into force from Saturday, 26th October to Sunday, 3rd November 2002 so that resurfacing can take place.

A360 pedestrian crossing points
Wiltshire County Council had replied to the Parish Councils letter in which they raised concerns that the pedestrian crossing point at Broadleas Lodge had been reduced in length. Wiltshire County Council had replied the existing crossing point of Broadleas Lodge is unfortunately the best available. Flanked on the eastern side by the first available highway land and on the western side constrained by the rising escarpment. Street lighting enhancements will be installed with the proposed traffic calming at the junctions of the Butts and Silver Street, but not along the A360 as hoped.

Grass maintenance
Kennet District Council had provided maps of the areas of grass maintained by themselves along with details of areas maintained by Wiltshire County Council and Sarsen Housing Association. The Clerk was asked to enquire of Sarsen Housing Association who owns the piece of land at the junction of Tollbar Lane and the footpath that leads east to the bottom of Blackberry Lane.

Crack in Village Hall wall
Mr Bunce informed the Parish Council that the Village Hall committee were in contact with their insurance company over the large crack in the wall adjacent to the extension. A large tree growing in the lane to the rear of the hall looks as though it could have contributed to the subsidence.

Access problems along Devizes Road
Mr Duncan reported that several vehicles were having trouble in getting into their properties along Devizes Road as the bottom of their cars were catching the kerbs following the installation of the new kerbing. The Clerk gave Mr Duncan the name of the Network Manager of Ringway Parkman, the contractors carrying out the road improvements.

Review of Flooding Preparations
Kennet District Council have contacted the Parish Council as they are reviewing their flood preparations. They would like to know where in Potterne might be a good site to bulk deliver sand it times of flood along with a supply of sandbags. As Potterne is not prone to flooding, the Parish Council have noted this service is available, and would like the public to know that sandbags are available at anytime from Kennet District Council.

Freedom of Information Act 2000 publication scheme
This was discussed briefly, but a hard copy of the publication is awaited.

Pump Lane flooding
This area is in need of inspection, as it appears to flood. Mr Day has said that he would arrange for a team to dig this area to see what the problem is. The Farmer has said no to having a kissing gate place at the end of Pump Lane rather than a stile.

Church Wall repairs
Mr Hoddinott explained to the Parish Council following meeting of the Burial Committee that the Parish Council would like to make a one off no obligation donation to the Parochial Church Council to help with the cost of the repair to the wall. Water standpipe at cemetery, Brownleaze Lane: Mr Hoddinott had noted that this pipe was broken and will arrange for someone to dig out the ground around to see where the problem lies.

Burial fees
The Parish Council approved the amendments to the burial fees as suggested by the Burial Committee. These will come into immediate effect.

Maintenance contract 2003/04
The Council agreed with the sub committee alterations to the specifications for the tenders. These will be advertised as soon as possible.
