Notes of the Parish Council meeting held on August 14th 2002.

In the open session members of the public raised that the footpath that leads from the A360 to Silver Street via the shop needs clearing and could do with having a tarmac surface instead of chippings as it is hard to push pushchairs. It was suggested that they phone the Rights of Way Warden at Wiltshire County Council.

It was brought to the attention of the Parish Council that some residents of the village are objecting to the mini roundabout that will be put in place along with a zebra crossing on the junction with Silver Street. A petition has been started of over 100 signatures. The Chairman informed the public that Wiltshire County Council deemed it safe to put a zebra crossing close to a mini roundabout.
The Chairman has had an informal meeting with County highways and a few members of the village, who initially raised their concern. Wiltshire County Council considered the zebra crossing and the roundabout should go together. There was a notice put in the Gazette and Herald on August 8th, informing the public of the roadworks, and County would like to know any comments by September 1st. Wiltshire County Council are only going to consultation on the zebra crossing, and comments put forward will go to a committee of County Councillors.

There will be a WALC conference on October 5th, where the Chairman will represent the Parish Council.

The newly formed Association of Kennet Passengers will be holding an open meeting on October 30th at 5:30 pm in the Cheese Hall, Devizes. This group represents bus users, and are interested in any comments on public road transport.

Wiltshire County Council have sent the proposed electoral arrangements following the boundary changes, for the Parish Councils comments.

Community First are holding their Annual General Meeting on September 11th.

There is a Kennet District Council Cultural Strategy Consultation Workshop being held on September 2nd between 3-5pm and 6-8pm at the Bouverie Hall in Pewsey.

The Parish Council have received a copy of the draft Devizes Community Area Plan for their comments. This document sets out priorities for action to improve the quality of life in the Devizes community area. It has been written following extensive consultations and the Liaison Officer at Kennet District Council is now looking for comments on the document.

Kennet District Council have granted planning permission to Wick Farm, Potterne Wick, for the change of agricultural land to residential.

The grass cutting at Brownleaze cemetery is again drawing adverse comments, and there have been requests for the cut grass to be picked up, to make the area tidier. The graves are too close together to use a standard lawn mower, and so at present a strimmer is used. The additional specification would increase the price of maintenance and the Parish Council will seek tenders for a more varied contract when they advertise for quotes in November for the maintenance year 2003/2004.

Model Code of Conduct

From 1st May 2002 Potterne Parish Council formally adopted the Governments Model Code of Conduct as issued to all town and parish councils. Individual Councillors have had to sign new Declaration of Acceptance of Office, which include accepting the new code of conduct. Any member of the parish that wish to inspect the Code of Conduct may do so by prior arrangement with the Clerk.
