Notes of meeting held by Potterne Parish Council on Wednesday, 13th August 2003
The Chairman welcomed two new members to the Parish Council, Mr Bringloe and Mr McCormick.
Blounts Court Play Area:Allianz Cornhill, the Parish Councils Insurers have advised that the cover in respect of fencing at Blounts Court Play does not cover the damaged to the fence caused by vandalism. The cost repairs will have to be borne by the Parish. Footpath at Crown Place: Following the incident with a motorcyclist and the Parish Councils request for barriers to be placed a reply from Wiltshire Highways Partnership says that the footway is not wide enough to be able to erect a staggered barrier. The distance between the side and a barrier has to be 1.3m width and a gap of 1.3m to cater for electric invalid carriage to negotiate. Wiltshire Highways Partnership say the best course of action to take would be to ask the community police officer to keep an eye on the problem to deter further offences. Brambles adjacent to the Bell Public House: The Clerk was asked to contact Kennet District Council to ask for their assistance in cutting back the brambles that are overhanging the footpath. Tollbar Lane, behind Brownleaze Lane : The Clerk was asked to contact Wiltshire County Council and ask them to cut back the hedges along this stretch of footpath that has now become very overgrown. Pump Lane sewage leak: Although Wessex Water had jetted the pipe along this footpath there is still a problem with sewage leaking into the footpath. Mr Hoddinott said that he would contact Wessex Water as he had dealt with this matter previously. Speed Guns: Mr Bringloe has suggested that volunteers be trained to use speed guns in the village. At the same time the round-a-bout and zebra crossing were discussed and it was suggested that the Police be invited to attend the Council meeting in October so that some of these ideas can be discussed. Street lighting: Mr Bringloe asked whether different streetlights or bulbs could be placed around the village that would give better lighting. Mr Hoddinott explained that it was now becoming a policy that lighting was considered pollution and it was unlikely that Wiltshire County Council would consider brighter lights. Best Kept Village Competitions 2003:Winners this year are for Small village - Rushall, Medium village - Urchfont and Large village - Aldbourne. Wiltshire College: Access to Education: Wiltshire College is currently embarking on an innovative project to try and improve access to education for people who live in rural communities and find it difficult to attend college. They are especially keen to reach those that may need to improve their skills in English, maths and computing. Wiltshire College are currently approaching these needs in three different ways; by outreach provision, the mobile learning unit and community Access Points. They are looking for volunteers to become 'Community Learning Champions'. These champions will represent their community to the college, signposting demand, letting people know what is already available and encourage people to take part in local activity. The Clerk was asked to publicise this on Potterne.net communities on a range of issues from distraction burglaries, rogue traders and local scams, as well as advance notice of learning opportunities, product safety and surveys. Damaged headstones: A letter was received from a resident unhappy with the number of damaged headstones. This was noted and the Council will inspect the gravestones.
