Notes of the Annual General Meeting of Potterne Parish Council

All members present signed their Declaration of Acceptance of Office and Register of Members Interests.

Mr Hoddinott was elected as Chairman of the Parish Council and Mrs Goddard, Vice Chairman:

The Council is still trying to appoint its Primary School Governor and would be please to hear of anyone who is willing to be their new Press Officer.

The County Council is still consulting with Hills Waste re the repositioning of the recycle bins

Wiltshire County Council Speed limit extension and Church Corner: A reply had been received following the parish councils request to have the speed limit extended along Court Hill. County have replied that the Government are bringing out new guidance and the implications for Wiltshire roads will be assessed and new policy for the setting of speed limits will be considered. The situation at Potterne will be considered at that time. Concerning Church Corner the Regulatory committee resolved that vehicle activated signs should only be used at sites where there is an injury accident problem with a speed related cause. The basis of this decision being the considerable increase costs involved compared to conventional signing and to ensure the effectiveness of vehicle activated signing is undermined by over use. An examination of the accident record shows that no injury accidents have occurred at Church Corner in the last three years and in the circumstance they are not in a position to progress the Parish Councils request.

Care Rowde and possible small maintenance works: Mr Hobbs had met with the works manager and it looks unlikely that Care Rowde would be able to help with any of the small maintenance works that the parish Council would like to be done. The work required is the tidying of roadside verges etc., and this would cause problems for some of the workers and their supervisors.

Overgrown banks and hedges along Whistley Road are still causing concern and the Clerk will again write to several landowners asking for their co-operation.

Kennet District Council advised of some of the services that they offer in the way of collection of household items etc., The Parish has been allocated eleven amenity skips for this year and the Clerk has booked these and advertised them in the Parish Magazine, website and on the notice boards. The Clerk has also applied for a litter grant for the Parish.

se County Emergency Planning Unit is again conducting evening exercises for Parish Councils on the evening of 16th, 21st and 23 October. Potterne have agreed to take part.

A copy letter to Wiltshire County Council had been received from a resident. Concern was raised that County had done nothing over the years to Bridleway 45 in the way of making the farmer move his fence so that the designated width of the bridleway could be re-established. The Clerk was asked to write to Esther Daly, Rights of Way in support of the letter.

A second quotation had been received from James Long (Stonemasons) to carry out cleaning work to the war memorial. It was decided to accept the quotation received from Wessex Memorials have cleaned the memorial in the past. The Clerk will write and ask that the memorial be cleaned before the November remembrance Day service.
